Parking Zone
In the territory of Ruse, when parking in short-term paid parking zones, the payment of the due fee is made via SMS sent to the phone number 1382 or by purchasing a ticket from a parking machine. The validity of the paid fee is 1 hour, after which a new fee must be paid.
The parking regime is valid only on working days (Monday to Friday), from 08:00 AM to 5:30 PM. The price is 1.50 BGN per hour, including VAT.
Underground parking lots (price 2,00 BGN per hour, including VAT):
The duration for a single parking in the paid zone is hourly, but no longer than 3 hours. The duration also applies to the use of free parking spaces for people with permanent disabilities in the paid parking zones.
The beginning of the parking zones is signaled with the appropriate road signs, which also provide additional information about the zone.
In case of incorrect parking in the blue zone or exceeding the paid parking time, a wheel clamp may be applied to the vehicle. The phone number for information and removal of the wheel clamp is +359 882 900 144. The fee for removing the wheel clamp is paid to the team that arrives on-site for its removal, and they will issue a receipt.
In Ruse, there are also areas where vehicles that are improperly stopped for parking or standing are towed. The phone number for information in case of a towed vehicle is +359 882 900 122.
Electric vehicles powered solely by an electric engine have the right to park for free in paid parking spaces.
Vehicles transporting and/or driven by people with disabilities, who have a card confirming their right to use such a parking space, are also entitled to free parking in paid parking areas.
Citizens and guests of the city can also use the mobile application "PayPark". The application works with bank payments (debit and credit cards), as well as by sending SMS. When installing the application, users must register the vehicle for which parking will be paid, entering the GPS location of the parking lot. This reduces errors when recording the vehicle registration number, which is a common cause of unsuccessful payment.
"PayPark" has many advantages, including a detailed payment history and reminder notifications before the paid time expires. Users of the application will also be able to benefit from direct contact with an operator in the relevant city if necessary. They will also receive a notification when the vehicle is repatriated. "PayPark" is a free mobile application and can be found in the App Store and Google Play.
Bus parking lots:
In the area of Ruse, there are also free public parking lots – the largest of them has 169 spaces and is located in the city center, on Major Atanas Uzunov Street, next to the building of the National Revenue Agency.
