The Monument of Freedom was erected with donations from the citizens of Ruse at the initiative of Pobornik - the volunteer society in 1909. The authors are architects Simeon Zlatev and Stoycho Kyarizov. The statue and bas-reliefs were made by the Italian sculptor Arnoldo Dzoki.
The composition is pyramidal. The statue at the top represents a figure of a woman holding a sword in her left hand, and with her right, she points in the direction from where the liberators came. Two cannons are placed at the back of the base. The figure of the woman symbolizes free Bulgaria. One of the two bronze lions at the base tears the slave chains with its mouth, and the other guards the Sword and Shield of Freedom.
The Monument of Freedom is located in Svoboda Square. The square is one of the few in Europe where twelve streets meet.
